Work from Home Mid-Sr. Business Analyst
Telecommuting Possible. Requires a US Citizen with preference to
Secret or Top Secret cleared candidates.
Minimum Education: B.S. or B.A. in related field such as computer
science, information security, engineering, business
(finance/accounting), English composition, political science, plus 3-4
years hands on experience preparing OMB Circular A-11 OMB Exhibit
300s and 53s at the Federal Agency level.
Primary Skills Required:
General * Analyst with the ability to quickly identify / generate
supporting CPIC-related documentation.
At least four (4) of the following skills / experience are required:
1. Prepared at least five (5) OMB Exhibit 300s including the
majority of the sections within the last 3 years
2. Assisted with the completion of at least 10-12 OMB Exhibit 300
submissions
3. Assisted with the completion, including data gathering, of at
least 3-5 OMB Exhibit 53s
4. Actively adhered to, and provided suggestions for improvement
of an agency level Capital Planning Investment Control (CPIC)
Select-Control-Evaluate process
5. Performed business process reengineering and implemented
updated or revised CPIC processes at a Federal Agency level
6. Assisted with budget formulation and budget execution at a
Federal Agency level
7. Performed Earned Value Management (EVM) analysis on at
least two (2) projects / programs
8. Performed independent verification and validation (IV&V) on
software development programs
9. Actively participated IT Portfolio Management and Executive
Scorecard reporting
10. Actively participated in formal internal scoring of Exhibit 300s
11. Prepared at least three (3) OMB Exhibit 300 major acquisition
support documents such as:
a. Project management plan
b. Acquisition plan
c. Risk management plan
d. Alternatives analysis / CBA
e. Earned Value Management Plan
f. Enterprise Architecture technical and business alignment
All candidates must have experience consulting to the federal
government and be fluent in English (both written and verbal).
