Business Analyst with HIE Expertise

Job Summary

To support a statewide initiative focused on improving rural health data exchange, the contract Business Analyst with HIE Expertise will work remotely, translating legal and regulatory requirements into actionable technical specifications for engineering teams over a potential 3-month engagement.

Key Responsibilities

• Translate legal and regulatory requirements into technically executable specifications for engineering teams
• Partner with legal counsel to interpret legal language and convert it into plain-language requirements and decision points
• Analyze and document HIE workflows, data directionality, and system interactions

Required Qualifications

• 5+ years of experience as a Business Analyst in healthcare, public health, or health IT
• Understanding of HIE systems, data exchange standards, and interoperability workflows
• Demonstrated ability to interpret legal and regulatory requirements and translate them into technical specifications
• Experience working with state health departments, public health initiatives, or government-funded programs
• Familiarity with 42 CFR Part 2 and handling of sensitive substance-use data
