Director of Proposal Operations

Job Summary

To lead and enhance the proposal function, the full-time Director of Proposal Operations will manage strategic direction, operational oversight, and staff development while ensuring the delivery of high-quality proposals for government opportunities in a hybrid work environment.

Key Responsibilities

• Lead the strategic direction and day-to-day operations of the Proposal Operations function, ensuring high-quality and compliant proposals
• Implement and refine proposal operations policies and procedures to create a scalable proposal development process aligned with Shipley best practices
• Develop and mentor a high-performing team of Proposal Managers while overseeing the entire proposal planning and execution process

Required Qualifications

• Bachelor's degree in a relevant field; Master's degree preferred
• Minimum of eight years of experience in proposal management within a business-to-government consulting firm
• Demonstrated experience in improving proposal operations and leveraging Shipley methodology
• Strong preference for candidates with experience in federal health and human services agencies
• Proficiency in developing proposal strategies and leading cross-functional proposal teams
