Job Summary
To support anticipated MCC-funded data quality review work in Sierra Leone, the part-time Energy Sector Reform Consultant will assess electricity-sector indicators, evaluate data methodologies, and provide technical expertise on utility performance and regulatory issues, working both remotely and onsite.
Key responsibilities
- Support the Team Leader in developing the DQR methodology and work plan
- Provide technical expertise on electricity-sector reform and performance monitoring
- Review and assess data quality issues related to sector reform indicators
Required qualifications
- A minimum of a Master's degree in Economics, Energy Economics, Public Policy, or Electrical Engineering
- At least five years of professional experience in utility management systems and sector performance monitoring
- Experience in designing data gathering tools for energy sector performance monitoring
- Familiarity with electricity-sector performance indicators and regulatory performance
- Experience in implementing similar projects in the energy sector, preferably in sub-Saharan Africa
