MEL & Adaptive Learning Consultant

Job Summary

To enhance the capacity of the Mercy Corps Ukraine team, the part-time MEL & Adaptive Learning Consultant will provide technical assistance in Monitoring, Evaluation, and Learning (MEL) for Market Systems Development (MSD) interventions, focusing on practical coaching, the development of an internal MEL toolkit, and the establishment of effective MEL systems to support adaptive management and evidence-based decision-making.

Key responsibilities

• Conduct MSD MEL capacity assessments and develop tailored capacity strengthening plans for the team
• Facilitate practical learning sessions on MSD MEL concepts and provide coaching to enhance the application of MEL tools and methodologies
• Support the development of an internal MSD MEL toolkit, including templates and guidance for consistent application across programs

Required qualifications

• Advanced degree in Monitoring & Evaluation, Economics, Business Administration, International Development, Social Sciences, or a related field
• Minimum 7 years of experience in MEL, adaptive management, and learning systems for development programs
• Demonstrated experience with Market Systems Development (MSD) and results measurement, applying the DCED standard
• Experience designing and facilitating capacity strengthening initiatives, including training and mentoring of MEL teams
• Strong ability to translate technical concepts into practical tools and guidance for program implementation
