Job Summary

Supporting the National Oceanic and Atmospheric Administration (NOAA) in enterprise-wide planning and performance management, the full-time remote Program Analyst will develop comprehensive reports and dashboards, conduct quantitative and qualitative analysis, and ensure data quality and governance within the BUILDER Sustainment Management System (SMS).

Key Responsibilities
  • Develop comprehensive BUILDER program reports and dashboards for NOAA leadership, highlighting performance and strategic opportunities
  • Conduct analysis of Facility Condition Index (FCI) trends and evaluate data quality and inspection processes
  • Support implementation of NOAA BUILDER-related policies and maintain continuous improvement mechanisms
Required Qualifications
  • Bachelor's degree in engineering, architecture, or data analytics with 4 years of relevant experience
  • Experience in program analysis, planning, or performance reporting
  • Knowledge of BUILDER SMS and facility condition assessment methodologies
  • Proficiency with Microsoft Office and data reporting tools like Power BI or Tableau
  • NACI clearance or ability to obtain
