Program Analyst
Job Summary
Supporting the National Oceanic and Atmospheric Administration (NOAA) in enterprise-wide planning and performance management, the full-time remote Program Analyst will develop comprehensive reports and dashboards, conduct quantitative and qualitative analysis, and ensure data quality and governance within the BUILDER Sustainment Management System (SMS).
Key Responsibilities
- Develop comprehensive BUILDER program reports and dashboards for NOAA leadership, highlighting performance and strategic opportunities
- Conduct analysis of Facility Condition Index (FCI) trends and evaluate data quality and inspection processes
- Support implementation of NOAA BUILDER-related policies and maintain continuous improvement mechanisms
Required Qualifications
- Bachelor's degree in engineering, architecture, or data analytics with 4 years of relevant experience
- Experience in program analysis, planning, or performance reporting
- Knowledge of BUILDER SMS and facility condition assessment methodologies
- Proficiency with Microsoft Office and data reporting tools like Power BI or Tableau
- NACI clearance or ability to obtain
