Program Evaluation Specialist

Job Summary

To support program evaluation and advanced analytics, the full-time Program Evaluation Specialist will lead the design and implementation of evaluations, utilizing quantitative and qualitative methodologies to generate actionable insights for health and civilian programs.

Key responsibilities

• Lead the design and execution of program evaluations using mixed-methods research and evidence-based frameworks
• Apply advanced statistical methods to develop consistent scoring methodologies and perform quantitative analyses using programming languages such as R and Python
• Develop logic models, outcome measurement frameworks, and key performance indicators aligned with organizational objectives and reporting requirements

Required qualifications

• Master's degree in Business, Computer Science, Health Informatics, or a related field
• 5-8+ years of experience in applied quantitative research, program evaluation, or data science in a public health or federal context
• Experience designing evaluation methodologies, logic models, and mixed-method research studies
• Proficiency in SQL for data querying and integration, as well as in Python, R, or Stata for statistical analysis
• Ability to obtain and maintain a Public Trust clearance
