Program Manager

Job Summary

To support a public health technology program for a federal health agency, the full-time remote Program Manager will lead agile development, operations, and modernization of a case-based disease surveillance platform while serving as the primary contractor representative and point of accountability.

Key responsibilities

• Provide governance, planning, and oversight across all contractor teams and workstreams, making final release prioritization decisions
• Facilitate agile processes including sprint planning, backlog refinement, and execution check-ins across multiple Scrum teams
• Manage program cost performance and deliver all contractual reports and deliverables on schedule, including risk and issue management

Required qualifications

• Bachelor's degree and at least 10 years of relevant program or project management experience
• Experience managing agile software delivery programs for federal civilian agencies under firm-fixed-price terms
• Demonstrated authority in release decisions, budget accountability, and government-facing leadership
• Experience directing multi-team delivery organizations of 30 or more staff
• Preferred PMP or equivalent certification; agile certifications (CSM, SAFe) a plus
