Project Manager / Scrum Master

Job Summary

To support the Department of Homeland Security (DHS), the full-time remote Project Manager / Scrum Master will manage and coordinate large-scale enterprise geospatial data and applications, facilitate Agile practices, and ensure effective delivery of software development initiatives while maintaining compliance with security and operational requirements.

Key responsibilities

• Provide programmatic support and guidance for managing enterprise geospatial data and situational-awareness capabilities
• Plan and manage project scope, schedule, cost, quality, and deliverables from design through operations
• Facilitate Agile ceremonies and coach teams in Scrum practices to enhance efficiency and collaboration

Required qualifications

• Bachelor's or master's degree in IT, Computer Science, Geography, or a related field
• 5+ years of project/program delivery experience with at least 3 years as a Scrum Master or Agile delivery lead
• Active Project Management Professional (PMP) certification and Agile credentials (e.g., CSM, PSM, PMI-ACP)
• Advanced experience with Jira and Confluence, along with knowledge of GitLab and federal collaboration tools
• Experience managing DHS or other federal agency programs related to homeland security or critical infrastructure
