Proposal Manager

Job Summary

Owning the end-to-end development and delivery of federal proposals, the full-time Proposal Manager will manage the proposal lifecycle, enforce compliance, and ensure quality across IT engineering, cybersecurity, AI/ML operations, and cloud platform services in a hybrid/remote setting.

Key Responsibilities:

• Lead the full proposal lifecycle from pre-RFP shaping to final submission, ensuring accountability for all deliverables
• Develop and edit proposal content, including administrative volumes and technical sections, ensuring clarity and compliance
• Manage proposal schedules and enforce a structured Shipley-based proposal process while driving continuous improvement

Required Qualifications:

• Minimum 10 years of federal proposal management experience in a government contracting environment
• Proven ability to develop administrative and management volumes from scratch, including executive summaries and management plans
• Expert-level writing and editing skills with experience producing polished, evaluation-ready content under pressure
• Deep familiarity with FAR/DFARS-based procurements and federal acquisition processes
• Experience managing proposals in at least two IT domains: enterprise IT, cybersecurity, cloud infrastructure, or AI/ML
