Job Summary
Owning the front end of build planning and bid response for outside-plant (OSP) construction, the full-time RFP Manager will convert geospatial data into constructible routes, develop quantity takeoffs, and produce compliant, on-time RFP responses while working fully remote.
Key Responsibilities
- Open, review, and interpret KMZ/KML, shapefiles, and PDF plan sets using GIS tools
- Produce preliminary takeoffs and draft bill of materials while validating routes and environmental constraints
- Prepare full response packages including technical approach, schedule, and risk register, ensuring on-time, compliant submission
Required Qualifications
- 3+ years in OSP/underground utilities construction estimating, design support, or field engineering
- Proficiency with KMZ/KML and at least one GIS/mapping platform (Google Earth Pro, QGIS, or ArcGIS)
- Experience responding to telecom/municipal/utility RFPs with complete technical and commercial packages
- Intermediate Excel skills and familiarity with project tracking tools like SharePoint or Smartsheet
- Basic CAD literacy for viewing and markup (AutoCAD/BricsCAD or similar)
