Senior Counter-Terrorism Advisor

Job Summary

To support the EU-UN Global Terrorism Threats Facility, the part-time Senior Counter-Terrorism Advisor will provide high-level strategic, operational, and advisory support to enhance Member States' counter-terrorism capabilities, working remotely until December 2026 with the possibility of extension.

Key responsibilities

• Lead assessments of national law enforcement capacities related to counter-terrorism, identifying gaps and priority areas for intervention
• Design and implement technical assistance and capacity-building initiatives to strengthen operational readiness and institutional resilience of law enforcement entities
• Deliver training and mentorship to senior law enforcement officials on developing effective counter-terrorism practices and policies

Required qualifications

• Advanced university degree in security studies, international relations, public administration, or a related field with ten years of relevant experience, or a first-level university degree with twelve years of relevant experience
• Graduation from a police or gendarmerie senior staff college is required
• Minimum five years of experience in counter-terrorism, preferably in an international policing context
• Experience in building operational law enforcement capacity in counter-terrorism response while ensuring compliance with international laws and human rights standards
• Fluency in English and French is required; proficiency in additional languages such as Spanish, Arabic, Russian, or Mandarin is desirable
