Texas HCM HR Functional Lead

Job Summary

Leading the transformation of enterprise HR and Payroll operations for the State of Texas, the full-time HCM HR Functional Lead (CAPPS) will serve as a subject matter expert in PeopleSoft HCM, providing functional support for payroll processes and system configurations in a hybrid work environment.

Key responsibilities

• Serve as the functional subject matter expert for CAPPS HR/PY Payroll modules, ensuring compliance and accuracy in payroll operations
• Provide end-to-end functional support for PeopleSoft 9.2 Payroll, including troubleshooting, configuration, and process improvement
• Collaborate with cross-functional technical teams for integrations, enhancements, and data migrations while managing system configurations and payroll cycle management

Required qualifications

• 15+ years of hands-on experience with State of Texas HR/payroll policies and system configuration
• Proven expertise supporting PeopleSoft HCM 9.2 and CAPPS HR/PY modules
• Advanced technical proficiency in Application Designer, Integration Broker, SQR, SQL, BI Publisher, and SAP Business Objects
• Strong knowledge of security best practices, including NIST compliance
• 10+ years of experience supporting Texas public sector operations, managing networks of 30+ government agencies
