Texas HR/Payroll Functional Lead

Job Summary

Stepping into a senior leadership role, the full-time CAPPS HR/Payroll Senior Functional Lead will drive the success of statewide HR and Payroll programs for Texas, providing consultative support, leading PeopleSoft HCM implementations, and ensuring compliance with HR policies and regulations.

Key responsibilities

• Provide advanced consultative and functional support for the CAPPS HR/PY application to over 100 Texas state agencies
• Lead the configuration and implementation of PeopleSoft HCM 9.2 modules, ensuring compliance with state and federal regulations
• Drive project management activities, coordinating with policy teams and vendors while overseeing system performance and enhancements

Required qualifications

• 15+ years of expertise in Texas public sector HR policies and federal labor laws
• Advanced knowledge of PeopleSoft HCM 9.2, including technical configuration and security best practices
• Proven experience supporting a network of 30+ state agencies
• Hands-on skills with SAP, SQR/SQL, BI Publisher, and other relevant technologies
• Ability to prepare WCAG 2.1-compliant materials and deliver executive-level presentations
