Texas HR/PY Functional Lead

Job Summary

Supporting the State of Texas's HR/Payroll system, the full-time CAPPS HR/PY Functional Lead will manage system configuration, security, and user experience for PeopleSoft HR modules while collaborating with a diverse team to enhance talent acquisition, onboarding, and performance management across 100+ agencies.

Key responsibilities

• Drive advanced functional configuration for Talent Acquisition Management, Onboarding, and Enterprise Performance Management in PeopleSoft
• Oversee security roles, access controls, and compliance with NIST standards while managing end-to-end recruiting workflows and performance evaluation cycles
• Develop and maintain dashboards and reports using BI Publisher, SAP Business Objects, SQR/SQL, and provide Level 2 Service Desk support

Required qualifications

• 10+ years of experience in executive presentations, data audits, and interpreting contractual requirements
• 8+ years of hands-on expertise with Talent Acquisition Management, Onboarding, and Performance Management modules
• Proven ability with PeopleSoft configuration, AWE management, and integration tools such as SQR/SQL and BI Publisher
• Strong knowledge of NIST security, multi-tenancy, and accessibility standards
• Experience in developing UAT scripts and managing cross-module ERP integrations
