Job Summary

Supporting statewide HR operations for Texas government agencies, the full-time Texas Licensed HR Specialist will serve as a functional expert in PeopleSoft HCM 9.2, leading system enhancements, ensuring compliance, and collaborating with over 100 agencies in a hybrid work environment.

Key responsibilities

• Serve as the functional HR subject matter expert for CAPPS, providing advanced consultative and support services for PeopleSoft HR modules
• Gather business requirements and manage system enhancements, ensuring adherence to state and federal labor laws
• Deliver structured training and support to agency personnel, participating in CAPPS User Groups and Steering Committee presentations

Required qualifications

• 8+ years' direct experience in Texas public sector HR, supporting or working for state agencies
• 8+ years' hands-on PeopleSoft HCM 9.2 HR module support
• Deep knowledge of Texas HR policy and federal labor regulations
• Proven ability to interpret contracts and manage vendor relationships
• 4+ years functional project management experience with CAPPS
