Cartographer Specialist

Job Summary

To support the modernization of Albania's land administration systems, the part-time Cartographer Specialist will provide technical guidance on digital cadastre operations, manage project deliverables, and coordinate with surveyors to enhance property rights and compliance with EU standards.

Key responsibilities

• Support the assessment and operation of the national digital cadastre database, including processing and updating spatial property records
• Review and provide technical support for priority cadastral services, ensuring compliance with national standards and resolving historical geodetic discrepancies
• Manage assigned tasks within the EU4PropertyRights project, preparing reports and collaborating with stakeholders to improve land administration processes

Required qualifications

• Bachelor's degree in Geodesy, Geodetic Engineering, Cartography, Topography, or related fields with 7 years of relevant experience, or a Master's degree with 5 years of relevant experience
• Proven experience in Geospatial Data Harmonization and Collaborative Technical Work
• Proficiency in Geographic Information Systems (GIS) software (e.g., ArcGIS, QGIS) and Computer-Aided Design (CAD) systems
• Solid understanding of Albanian land administration legislation and national geospatial guidelines
• Fluent in English and Albanian
