New York Medicaid Subject Matter Expert

Job Summary

Supporting a state health agency client, the part-time New York Medicaid Subject Matter Expert will design and operationalize a new Medicaid Bureau, taking strategic direction from client leadership and collaborating with a consulting team to shape policy, operational frameworks, and implementation deliverables remotely.

Key responsibilities

• Define the vision and operational approach for the new Medicaid Bureau in alignment with client expectations and policy requirements
• Facilitate discussions with state Medicaid agencies and stakeholders to ensure cohesive delivery of program plans
• Draft and revise policy documents and operational guidance, maintaining detailed project workplans and identifying project risks

Required qualifications

• Deep knowledge of state Medicaid policy, including managed care and waiver authorities
• Expertise with New York State Children's Waiver and home and community-based services
• Experience supporting programs for children with medical complexities and high-need pediatric populations
• Proven track record in developing Medicaid policies and operational guidance
• Experience with Medicaid payment reform strategies and alternative payment methodologies
