Senior Budget Formulation Analyst

Job Summary

Supporting the National Oceanic and Atmospheric Administration (NOAA) remotely, the full-time Senior Budget Formulation Analyst will manage budget submissions, draft justifications, and coordinate data calls for the National Ocean Service (NOS) while liaising with oversight bodies such as Congress and the Office of Management and Budget.

Key responsibilities:

• Draft and edit budget increase and decrease requests and justifications based on programmatic benefits and environmental risks
• Lead the creation, collection, and review of crosscut data calls across multiple programs and offices
• Prepare budgetary exhibits and briefing materials for government audiences, including NOS and DOC leadership

Required qualifications:

• Bachelor's degree plus 5 or more years of experience in a related field; a Master's degree may substitute for 2 years of experience
• Budget formulation experience at a Federal Agency is preferred
• Familiarity with NOAA budget processes and organizational structures is a plus
• Experience using Excel to create detailed tables and track budget fluctuations
• Proven history of managing a large portfolio of programs and projects
