Technical Product Manager

Job Summary

Working remotely on a contracted basis, the Senior Technical Product Manager will lead the development of an automated system for the Centers for Medicare & Medicaid Services (CMS), transforming user needs into a clear product roadmap while managing stakeholder communications and product backlog prioritization.

Key responsibilities

• Lead the discovery and requirements-gathering process with senior government stakeholders to define the product vision
• Translate complex policy goals and user needs into actionable user stories and product backlog for the technical team
• Facilitate stakeholder workshops and product demonstrations to gather feedback and align various government groups

Required qualifications

• Proven experience as a Product Manager, Business Analyst, or Product Owner on complex software or data projects
• Demonstrated experience in managing a product backlog and writing clear, actionable user stories
• Experience in government contracting, civic tech, or federal health programs, particularly Medicaid
• Strong ability to navigate ambiguity and bring structure to undefined problem spaces
• Excellent communication and stakeholder management skills
